There are typically 5-10 leeks past the meters in the neighborhood, Currently (May 8,2026) there are 10 houses with possible leaks ranging from 2 to 9.6 gallons /hour totaling 43.2 gallons/hour (378,432 gallons/year) wasted.

Notice Regarding Inspection of Public Records Act Requirements
As one of New Mexico’s core Sunshine Laws, the Inspection of Public Records Act (IPRA), NMSA 1978, §§ 14-2-1 to -12 (1947, as amended through 2025), enables access to public records of governmental entities in New Mexico. As a governmental entity in the State of New Mexico, the Sierra Vista Mutual Domestic Association (SVMDA) is subject to the provisions of this law, and as such, the public has a right to request and inspect SVMDA’s public records.
A person desiring to inspect SVMDA’s public records may submit a request to the records custodian orally or in writing. However, the procedures and penalties prescribed by the Act apply only to written requests. A written request must contain the name, address and telephone number of the person making the request. The request must describe the records sought in sufficient detail to enable the records custodian to identify and locate the requested records.
The records custodian must permit inspection immediately or as soon as practical, but no later than 15 calendar days after the records custodian receives the inspection request. If inspection is not permitted within three business days, the person making the request will receive a written response explaining when the records will be available for inspection or when the public body will respond to the request for inspection.
If any of the records sought are unavailable for public inspection, the person making the request is entitled to a written response from the records custodian explaining the reasons inspection has been denied. The written denial shall be delivered or mailed within 15 calendar days after the records custodian received the request for inspection.

There will be no fee for emailing electronic records. Printed requests may be subject to a fee of $0.15/page. SVMDA may request that applicable fees for copying public records be paid in advance, before the copies are made. A receipt indicating that the fees have been paid will be provided upon request to the person requesting the copies.

SVMDA Water Line Construction Update
Construction of the Water System Improvements is scheduled to begin in late May or possibly in June of 2026. This project may take two years to complete because we have extensive rock underground. The schedule has built in off days for weather delays and holidays.
WHAT TO EXPECT
Work hours, by contract, are Monday-Friday 7 a.m. until either 7 p.m. or Civil Twilight.
Much of the new water system will be installed in the existing road right-of-way, sometimes in the center of existing lanes, sometimes on the shoulders. There will be lane closures, road closures,work in intersections, detours, traffic control barriers and noise. The contractor will work to keep driveway access open. Sometimes that may mean traffic-rated steel plates over open trenches. All trenches must be secured at the close of work each day.

SVMDA will be keeping you up to date about driving conditions. They will be sending out emails frequently to let everybody know about road detours and short duration water service cutoffs. If you want to know about these in a timely manner, please send us your latest email address. We may have old information for you that isn’t accurate anymore. PREPARE FOR WATER LINE HOOKUPS
If you have landscaping, rock scaping, decorative items, or other features or improvements around your water meter, in the road right-of-way (fifteen feet on either side from the middle of the road) or in your driveway, you may want to proactively move these and safeguard them until the conclusion of the project. This will ensure that your decorative enhancements won’t be damaged by the
machinery and operations.
Connecting the new water lines to your water meter can’t take place until the whole project is ready to go live. Until then you’ll stay connected to the old water lines. Connections to existing meters will be the last thing to take place in the project, after the new system has been tested and disinfected and approved.
Meter connections will only be allowed between 9 a.m. and 5 p.m. (unless there is an emergency), to minimize disruption to homes and families. Notices will be provided by the contractor in advance of this work.
May15,2026 Update:
Bids were received by our engineer, SMA, on April 7, 2026. Upon review, the bids exceeded the available funding. Additional funding is being investigated. In the meantime, the engineer has agreed to restructure the bidding documents to reduce the scope of work and rebid the project at their expense and at no additional cost to SVMDA. This process will delay start of construction until approximately end of July.
Our water price is $1.50/1000 gallons, so it's not the main portion of the bill. The Operation Management fee is $85 plus tax(will be 90.59 next fiscal year) and the monthly assessment is $35.00.
